I want to get the DLC, but I know it comes free, and cheaper, with Legendary. I’m considering Legendary for a month to get the content, or is there something i’m missing.

You only get the DLCs and its content while subscribed (legendary) but once you stop paying (go premium) then you lose all the DLC content except the characters with the DLC powers you created. So in the end, it's better to buy the DLC by itself and you get to keep it forever and ever. Plus SOE has double cash or even triple cash every few months.
