I cant actually decide between the first two.
They captured the times they came out perfectly.
NY was a gritty place in the late 80s, first flick caught that perfectly.
In the early 90s it started to get a little more clean and had a pop type vibe which the second flick nailed.

#1 is really the only good one. #2 was kinda funny but it was too watered down for the kids. the turtles were more goofballs than ever!
