90% of people here are not gonna have sympathy for your situation because your transaction was not here on NT... however the other 10% might help out. You havehis address and cell number? Seems like the dude is young. No way he pays his own cell bill. Find who owns the account (his parents), and contact them. Betotally professional over the phone and let them know that you will take legal action if the transaction is not settled.
If that doesn't work, just contact the local authorities. Keep all emails, phone records, EVERYTHING!
I would highly recommend trying to find the scammers parents phone number, if he is young as he is, it should work.
