Okay so I noticed in the Kobe V post that the ASGs were $90, or $67 with the 25% off coupon. If I wanted to buy them, would I just call that particular Footaction and have them ship to my address? How does stock locate work?

My understanding is, you have to go in person, give them the SKU, if they find them, they charge your cc as you purchased the shoes there, then they send them to your address.

They won't take info over the phone.

There's only a Champs near where I live, they're the same company as Footaction though, so would that work? And some people are saying that the price in the system is $130, not $90 which was that particular FA's sale price. Is there any way I can confirm all this without going to the store?

Champs, Footaction, and Footlocker have different stock systems.  Not gonna work.

First , all 3 have different prices. Second, the 25% off coupon is only good online. Stock locate works like this: If there is a shoe you want, and they don't have your size, or if you have the sku, they can type it into the register and search every other store in the country for it. If it is available, you pay for it and they send it to you. If you go into a footaction, it has to be a footaction sku, and it only searches other footaction stores, if you go to a footlocker, it only searches footlocker stores, and the same with champs. Also, most veteran employees know how to find skus in the register even if they don't have the shoe in the store, as long it is something their division carries. Lastly, you CAN NOT purchase anything over the phone. All credit card transactions must be done in person to avoid credit card fraud.

Also note that they can and will charge your card regardless if the item isn't in stock. This just happened to me and now I have to go to the store to get a refund after I spoke to customer service regarding the status of the shoe.
