Question on House of Hoops location

Does anybody know how they usually pick what certain area or city/state gets House of Hoops? 

I hate the idea of taking a trip to Chicago for a release. We have a new Nikestore at MOA but I don't know if they will have certain Nike release, I prefer Nikes: KD's, Kobe, Brons, P.E. over Jordan right now. I think the Mall of America would be a nice spot to have one.

It goes by population if you ask me... And the city needs some sort of urban appeal/recognition too as well... (IMO)
