I'd say it depends on your foot and how you'd want the shoe to feel.  I have decent arches and a not-too-wide foot, so my true size felt like I had a little more room in the toe than I really wanted.  Went a half-size down and they fit on the foot like a glove, if not maybe a little stiff or snug feeling, like slightly narrow, but I prefer that over the front of the shoe being roomy, especially with these, the sockliner locks down on your foot ALOT, like you really have to push your foot in there.
Basically:  Normal foot and you like a snug fit, half-size down.

Flat foot, wide foot, or you don't really care about extra room in the front or anyone planning to wear these with the straps actually strapped down, go true to size.

I have wide feet, and would consider myself more of a 9.5, but I had to go up to 10.5 for these. And I still can't get the strap around my feet.

Definitely. It's not a huge deal but i hate when nike changes these small details for no apparent reason.
