fair is one word I wouldn't use. Honestly $400 is probably the actual cost for a ds pair in my size, can't say on size 10, isn't that the most popular size? Prices are gonna be on the rise soon though so it's really whether the price is fair to you. 

My rule of thumb is like if it's $50 more than what's it's worth to me, just do it.

Is it fair that you'd pay $470usd on a pair of shoes when there are human beings around the world starving and homeless?

It doesn't matter what others think.. if you're happy to pay that price, then pay it. If it was available cheaper, it'd already be gone.
