I think this is a pretty good idea.  Mysterio is so boring as a singles wrestler, and Sin Cara hasn't been very over since his return.  This would be a good way to put some energy behind both of them as well as putting a dominant, exciting tag team in the division.
But I just don't see it happening.

Also I think switching Sheamus to Raw and Punk to SD might open up potential opponents for them freshen things up some where down the line once their respective programs run its course...
You CAN'T flipflop Show to a face this quickly.  WWE is hurting for heels, so leave him as is for a while.  He could use a slight makeover though as you said.
As for Punk and Sheamus, they're on every Raw and Smackdown and face whoever anyway, so it doesn't matter.  WWE will make whatever matches they want regardless of what "brand" guys are officially on.

To answer your questions...
Brodus is going nowhere.  He'll probably get squashed by Show at an upcoming PPV.

Otunga is an entertaining character but not a good wrestler.  And the IC/US Titles mean nothing, so actually, they'd be a perfect fit for him.

The belts already mean nothing, and you want to bring back more titles?  Santino doesn't even carry the US Title to the ring anymore.

Punk is not a ratings draw, nor has he headlined a PPV is months.

We don't need a GM.  Unfortunately, it's lazy WWE writers who have done the same thing for years and years and years instead of coming up with a new TV concept.

And we don't need any Shane o Mac.  Dude is awful and one of the most overrated "talents" in history.

There was an injunction put into place from the judge presiding over the TNA lawsuit vs. WWE that no TNA worker under contract within the last 60 days can be hired by WWE. The hiring freeze will eventually lift and the Flair thing will sort itself out but those creative plans will most likely have changed by then. This is somewhat of the reason why they re-established Vickie's relationship with Dolph this past Monday.

The major part of the reason is in my next post.

Correct, and Jerry McDivitt stated to the judge that WWE has NO interest in hiring any TNA talent at this time.  This applies to both Flair and Morgan, who are in bad situations now as far as going to WWE.

Steiner's at his very worst is entertaining. Regardless, he was solid at impact until his departure. Hell, he even pulled off a few frankensteiners. With that said I wouldn't mind a single match from him on RAW 1000 ala Vader.

The number is also way up from the average TNA PPV buy rate, which is usually around 7,000-10,000

Now that the Bound For Glory Series is underway and the 12 men involved - Samoa Joe, Bully Ray, Robbie E., Magnus, Kurt Angle, AJ Styles, Rob Van Dam, Jeff Hardy, Pope Dinero, Daniels, James Storm, and Mr. Anderson - have been announced, it's time for the participants to start earning points. And on OFN, the only way to do that is to call out your opponent. If you're called out, you have to accept. With six men making call-outs, and six matches to be decided, you better believe James Storm, who earned a huge lead with 20 points after winning the opening gauntlet match last week, will have a huge target on his back.

But first, opening the program, we'll hear from X-Division Champion Austin Aries and learn his decision to GM Hulk Hogan's main event proposal. Will he give up his hard-earned and defended X-Division Championship for a shot at TNA Heavyweight Champion Bobby Roode at Destination X?
