One Above All, is the most Powerful period.
But for baseline, its Hulk edging out Thor. Regardless on the Hammer, Hulk has lifted a 100Billion ton mountain. And Thor's Hammer is enchanted, non the less Hulk has lifted it.

As far as Most Powerful, in all the Marvel Universe, no one rivals The One Above All "Quoted by Stan Lee". Also quoted by Stan Lee, "In terms of physical strength, The Hulk is the Strongest Character ever created for the Marvel Universe". He is the character that balances out the standard universe, due to his Strength, Healing, Virtually Indestructible Skin, and being almost completely Immune to Fatigue. Without Banner, holding The Hulk back or one of the few characters that are written in just to help with calming him down, The Hulk is the single most powerful, and destructive character in the Marvel Universe, outside of the realm of Marvels Cosmic characters. He has even defeated characters with Cosmic Powers, when he knocked out the Silver Surfer with 3 blows. Thor is a damn close second, but Hulk is the top in terms of strength for his character class.
