There is a difference between a pro cut/game issued/team issued jersey and a retail authentic; The retail authentics are what were more commonly sold in stores or at the stadium, while the pro cuts/game issued/team issued jerseys were made for the player to wear on the court or in very limited retail sales (and they were very expensive, but they were of great quality).
Some of the Champion retail authentics have the neck tag, NONE of the pro cut/game issued/team issued jerseys have a neck tag, because they are built like the ones the players wear in a game and they don't want tags to irritate them while they're playing, so what they do instead is have additional team-specific tagging outside on the bottom of the jersey and/or have special tagging inside the bottom of the jersey.
The Jordan pro cut and retail authentics I have show this difference in tagging; My Jordan #23 with the gold NBA logo is a pro cut, so it has the additional Chicago Bulls size + 3 tag , my other Jordan jerseys are just retail authentics so they don't have an additional Chicago Bulls tag.
The guy ripped you off, plain and simple. If you have to ask if this jersey is fake then you don't have an eye for authentic jerseys, because its a BAD fake. The NBA store would not be able to help you anyway, they haven't made Champion jerseys in 10 years.

IMPORTANT: There are almost no fakes of Champion jerseys!! 99% of the ones you see on ebay are legit. There are no fake Jordan retail authentics, the black and blue Penny Hardaway jerseys are legit, hopefully people stop asking about those 
Here are the common Champion fakes: Dream team pro cuts, Bulls pro cuts, early 90s All Star game jerseys and dual tagged made in Korea jerseys. Other than that it is very very rare to find a fake Champion jersey, and the bad jock tag and bad quality usually gives it away.
