During the segment about the playstation store there was a menu for PS3 to PS4. I guess this means downloads from PSN will transfer over?

No, I believe thats for games like COD: Ghosts and BF4 that allow you to switch to the PS4 version for $10.

I was at target last night, they only had ghosts.

But in the PS3 aisle, NBA 2k14 had a blue bar at the top of the case, ala ps4 cover arts.  Said inside the box contained a downloadable code to play the game also for PS4.
