They're probably selling it with a profit. Sony said they needed every PS4 sold to be bought with a game to make a profit, but you also need to factor in PS plus.

Amazon has tomb raider on ps4 for 40 bucks today. It's rumored to be free on Europe's ps plus offering in March on ps3 so if you have a ps3 I'd hold out.
