I think it is Gendry.
Cersei would be so rustled to find out on of Robert's bastard's live. Not because he has a claim over the throne, but because if will raise doubt about Tommen and his claim over the throne.
Remember the ting about Gendry is that he is said to look exactly like a young Robert. So it won't be a hard sell to the other houses.

Marg might have a small claim and she could threaten to marry Gendry, the only living relative to Robert.
