I just picked up a Nikon D40 and i'm confused as hell on how to use it. Can anyone with knowledge on that camera give me tips on how to take pictures sothat subject in the foreground is focused and the background is blurred out?

Nothing especially wrong with that - not a great picture but okay.

The main thing that jumps out to me is that the horizon is way crooked.

More like this is much better.

Not sure about the wall either - it doesn't do anything in the picture - just takes up a corner. If it led your eye it could be interesting - but itdoesn't.

I would probably have tried a lower positiong to try and get a similar amount of foreground in without the wall.

No - long exposure so it does that to water. That's how you get those waterfall pictures with weird feathery looking water. You either have to do it atnight or use a dark filter.

If the photographer was to have used the rock wall as the main focus it would of been a nice picture i think..

Would the stock lens on the D40 kit (18mm - 55mm) be enough for normal point and shoot use? I'm thinking about picking up ad40, but don't feel like dropping $450-$500 on the camera, and then some more on a new lens.

^ yeah, it's okay. You might eventually want something longer. I've had mine for 7 months now and it's all I have - except for a 50mm prime.

I paid $295 for mine...no way you should be paying 400-500....
