When you've gone through the checkout process and it directs you to paypal, it should be in the 2nd box down. 

So generally the 1st thing you see if your shipping address, then the next thing will be the 'select' credit cart and if you're using the paypal exchange rate it will show $xxx.

There's a button there that allows you to change your credit card and use your credit card conversion rate instead of pp

Dont believe so, though not 100% sure because I've never used paypal balance.

But it would make sense for PP to use the existing balance 1st then use your cc for the balance. In that case it would most likely force you to use the PP rate in order to use up the existing balance.
