I have no problems with tats but those specific tats are all dumb to me. Not just the forehead one that is far too blunt and direct (lets hope at the end of SS his face gets cut off and the tat doesn't make it back on). I mean the Joker really got a tat of a bunch of "Ha HA HA HA"s? Big *** smiley face on the forearm? Another huge one across his stomach? That's something a Joker fan would do or one of those Joker followers in the Joker Gang. Not the actual Joker.
Anyway, Leto is a great actor so I'll focus on his performance more than these distractions.
As for story reasons, perhaps this 3rd installment involves the mutants (the gang/group) from TDKR.

Any time someone tries to pull an "early Apri'sl Fools" or "belated" one they're just being an *** hole. An unrepentant jackass with too much time on their hands and obviously don't have a good enough sense of humor to be seen as funny unless they have an excuse for it. April's Fools is on April 1st.

Yes and no. That was his intent and that was pretty clear by how they wrapped up the Joker getting caught but once his return is no longer an option son decides to do a call back to Begins and for some odd reason time skips over a decade
Makes it so Gotham is almost free of crime by almost saying the lack of Joker, Dent/Two-Face, and Batman was a good thing and that all was needed was for the cops to start doing their job better.

Back when we were all speculating the 3rd villain, those who wanted The Riddler were ******* right imo. I never bought in to the Joker challenged Bats' mind and Bane would challenge him physically. Joker ***** with your head mentally to make you crazy not on some I'm smarter than you tip. TDK was in many ways a follow up on the moral ambiguity and other questions about vigilante justice and crime in Gotham that Ra's wanted to directly wipe out. It was done well, bringing back the shell of that for TDKR was a mistake.

Couldn't take his portrayal seriously. He was trying to sound too much like Heath. He had a nice laugh tho.

Even though this is a fair assumption, it was never confirmed. When Aaron Eckhart was interviewed after the TDK release, he mentioned that Heath was "suppose to go on," but obviously Nolan never confirmed it.
If I remember correct, Goyer originally had TDK planned to be 2 films. With the 1st half concentrating on the Joker (including Dent) and the 3rd would have the Joker scarring Dent and having him turn to Two-Face (a la Long Halloween, Joker instead of Maroni) . In retrospect, even though TDK was a 2.5+ hr film, I couldn't imagine splitting the story in two.
As for TDKR, the villains were fine, and even the overall arc was good, but there were too many forced contrivances. Everything was telegraphed. A lot of the character motivations didn't make sense. I knew it wasn't going to be as good as TDK, but I assumed it would at least be better than BB. Boy, was I wrong.

I got the impression that in TDK the battle was won, but not the war. In a way you could say that Joker came out the victor in TDK because of Dent.
IDK I just always got the "it wasn't over" vibe.
But in a sence, Ledger's passing served to cement the character as one of the greatest in film history. We know absolutely nothing about where he came from, and from an in-universe perspective, we know nothing about where he went.
A novelization says that he was locked up in Arkham and then escaped, but that doesn't sit right with me.

Him escaping Arkham is most likely what would've happened. Where else would they put him? A normal jail?
