They weren't up early. Bungie tweeted that the servers would go up as soon as it was Tuesday somewhere in the world.

As soon as it hit Tuesday passed the International Date Line, servers went up.

I remember when the Halo Reach servers went up early to account for the non US kids, and if you played in the US Bungie banned you.... Yeah I wouldnt even risk it.

Edit: You can see what the going price for the games before actually going into the store. Make sure to check if the stores around you are actually doing it because I noticed some of the best buy near me were not on Trade-In store list.
