Generally* alcohol consumption initiates a series of biochemical reactions within your body that results in dehydration/excessive water loss.
Because this is dangerous, ion concentration increases blah blah, your body tries to mitigate the potential damage by shoring up water in certain body cavities. Your face, just so happens to be one of these spaces. This is to say, then, that when you drink, your body will automatically start storing/shoring up water reserves in your face.
This is why most people look bloated--in the face--following severe bouts of alcohol consumption. If you're a light and infrequent drinker, then the changes wont be so evident. But if you're the type that is constantly getting hammered, then your face will tend to keep that bloated look/shape.
If I am not mistaken, Francis is said to be an alcoholic. Well the evidence is in his face. His joint looks bloated/swollen because of of the incessant bottle popping.
*different kinds of alcohol will affect your water/ion balance differently. Hard liquors will results in faster dehydration , etc. Also genetics matters.

I can confirm that. I'm from Maryland and went to school with a guy who's father was very close friends with Steve. He told me he was an alcoholic. even when he was still in the league. It got real bad when he was playing for Orlando
