I managed to purchase with OBD last week but despite the Paypal payment, their site told me the transaction was still 'pending'. Doesn't show in my orders now, not sure if they removed it or it's a bug, but I'm yet to hear anything back off their customer reps. Haven't refunded me or anything.

It's because they do a pending charge first. Then that charge drops off. A couple days later they actually fully run the card. That day will have a different rate as exchange rates fluctuate daily.
