It comes down to having mediocre scouts, farm system, lack of top picks (not a huge deal, but matters some).

All across the system we have a bunch of players who don't develop. It's why I wish with the exception of 3 or 4 players, we just completely reset the entire farm system.
 
Like Essential said, it's top to bottom. There are reasons a team like St. Louis can churn out quality pitcher after quality pitcher. It starts with scouting everywhere (which the Yanks are lacking, you need a good international scout in this day and age), you need committed managers and coaches on each level and you need to cut out the unnecessary meddling with pitchers (changing the stance, pitch counts, etc.).

Another setback for Pineda. Doctors found more inflammation in his shoulder so he's getting another week of rest before he can start playing catch.
 
• Mentioned it on Twitter earlier, but it’s worth posting here as well: Pineda’s MRI revealed lingering inflammation in that muscle near his right shoulder. He was supposed to play catch today, but that’s been pushed back a week. “He’s still has a trace of inflammation,” Girardi said. “So they’ll give him one more week off and he’ll start throwing next Saturday.”
 
There was a reason Seattle gave up on him so easy, dude is fragile :smh:
