Cuz a solo Hulk film hasn't been made in years. There hasn't been even hints or rumors of one. Plus Ruffalo just said in an interview he doesn't think one will be made cuz Universal still owns the rights to Hulk in a solo film. Those are the facts.
However, this isn't an assumption that they aren't on good terms. It's not about that at all. They're on good enough terms to have Hulk all up in the Avengers movies so there has been compromise. I'm sure the rest of the heads of Marvel and Feige in particular looked at their plans for solo movies and decided since Universal will still make some money off of it and more importantly they're not making 100% of the profits they're probably less willing to negotiate that. The Hulk isn't Iron Man who the studio made the face of this Marvel movie movement and he isn't Spidey who has been the face of Marvel. So they're probably in no rush. They're probably for now that he's only in Avengers movies and still has a sizeable fan base.
If rumors are true, Marvel made more attempts over at FOX to negotiate for things that FOX have the exclusive film rights to than they did with Universal for a Hulk solo movie. Right now a Hulk solo movie probably isn't a high priority given they got **** planned out to 2019.
I aint mad at it. If anything I look at it this way, they make a Hulk solo movie we're probably not getting a Black Panther or Captain Marvel movie or they get pushed back in to the 2020s. Plus I personally don't care for Ruffalo as Banner. I'm still good with Incredible Hulk.
