Since you asked. For the simple fact that Marvel already has a ridiculous universe already set in place. By the time this movie comes out there are already 12 movies, 4-5 tv shows that it could draw a backstory from AND they are now introducing arguably the most popular in the world SPIDER MAN. (and my favorite Black Panther)
Don't get me wrong, Bat vs Super is gonna be popping like 9/10 popping, but Civil War is gonna be 11/10
(sidenote, if Marvel can pull off a politically important Black Panther movie that deals with oppression and exploitation of African resources, I will name my first born "Marvel")
considering stark has gone against congress in his first 2 movies..
and he goes off on his own in this movie.. and cap and co are setting up the new shield or new avengers.. would cap and co be on the side of the governments
and when they go to stark, stark is like didn't we just go through this with shield.. and cap is like this will be different and blah blah
