I mean, Doc Ock from SM2 > Loki and Ultron.
Doc Ock > Loki? yikes
I am not a fan of MCU Loki at all.
Maybe it's just cuz I just came off Ledger's Joker but Loki is ******* lame. It seemed like it was Avengers when fans (many just being teenagers in love with Hiddleston) started deciding he was a good villain ignoring his lameness in the first Thor. There's nothing cool or menacing about him. He's an annoyance at best. They try to make him a schemer but his manipulation game is so basic on some Dr. Evil parody of a Bond villain ****. He's an Asgardian but lacks any real physicality. I scoffed when all those ppl knelt down to him in Avengers.
Son has no gravitas. Liam Neeson as Ra's Al Ghul was more ominous. I'd take Doc Ock over him every time.
I hope by phase 4 Feige has firmly established a better caliber of villain across the board (on a bigger scale cbm villains in general have been lacking in being really well developed and/or menacing villains). I feel Fisk was a good start but even that is not unanimous among fans since some think he was a crybaby.

Easily 3rd best character in Marvels cinematic universe.
And again that is not saying anything.
The majority of MCU villains are butt.
And if you really meant 3rd best character in the MCU as in out of all the characters hero or villain then
