It was off the grid when nobody was actually looking for him. Multiple governments doing so changes things. There's also the matter of actually being able to get there. It'd be pretty dumb of him in general to even consider being around his family when he's a wanted criminal.
And we can't give Clint a power that is unique to Steve Rogers

his house was used as the one safe place on earth in aou, nothing has changed unless tony wants to give up his location which he isnt. plus he's a skilled secret agent, he knows how to move around without a trail.It was off the grid when nobody was actually looking for him. Not really the one safe place, just A safe place that Hawkeye knew of and no one else did. A lot has changed
Because over one hundred governments expending resources to find you makes the world a much smaller place and assuming Hawkeye to just be able to avoid being found is silly Being a secret agent doesn't make him impossible to find. Steve and Natasha were found multiple times in WS alone.

It was crazy how quickly they discovered what airport they were going to be at.
But I'm sure Steve's new buddy Black Panther probably got some kind of stealth technology up his sleeves that will make hiding easier to Team Cap.

im pretty sure it was a couple scenes cut from the movie that would have made it clearer, but basically:
when zemo is talking to bucky and sharon carter walks in the room with cap and falcon and turns on the screen for them, BW notices that she's secretly on cap's side
then later on she says to BP "dont worry I know someone that will know where they are" (referencing sharon)
I'm guessing they cut out the scene of them trailing her car which leads them to find cap and friends in their car which they then follow to the airport
