Cuz some writers and directors aren't good enough to change their narratives or create new ones where the movie would still work out storytelling wise.
Gunn wants to depict Quill has the only Earthling in his GotG movies so he can be the audiences reference character. So even if you relate to other members he's still the human one. From there I'm sure he's plotted out character beats that connect to the fact that Quill is a half human out in space constantly around aliens.
IMO that has kind of already worn thin by the fact that Quill was basically abducted when he was a kid and has been in space for 20 years. If anything he's an alien to how Earth is now given he was last there in the 80s.
Creatively, I don't see why a writer/director couldn't develop a Quill as Han Solo and Nova as Luke Skywalker dynamic (even though I know technically neither Luke or Han were from Earth but there's comparison that Han was pretty experienced in space while Luke was the noob) so this seems not to be a case of ability but about what those in charge want to do with the stories they're telling.
