The body found in the hotel room just confirmed it for Tony there was more to it. T'Challa naturally is following him. Ross still isn't told.

When BP told Cap he was going to kill his boy in the van, why didn't he say something then?

He could've, at the least, told Tony he suspected a set up.

plus you're forgetting the fact we had 2 prison escapes in the film, 1 of which he was directly involved in

Cuz at that time he had no reason to look for Zemo.

Steve is the guy that got away with a terrorist. They were still the priority. Literally nobody was told about potential 5 other super winter soldiers that are all worse than Bucky being released that were being held somewhere in Russia.

Like you do know the reputation Bucky has right? One of the greatest assassins and terrorists for like 60 years.

This is like Steve leaving with Bin Laden and Tony bringing up some other guy named Habibi.

He knew about Zemo way before T'Challa brought him in.

What exactly did Ross know about Zemo at that moment?

Um, no. Cap's team was in jail because they were aiding in the continued freedom of a wanted man (Winter Soldier), who was suspected of a terrorist attack. They were then also operating in direct violation of the recent Sokovia Accords. Cap straight up said it himself when he met Scott Lang

Steve holds and glances at them for a moment before passing them along to someone else, Rhodey if I remember correctly, who then does start flipping through them.

Hardly anyone is seen reading the accords though. Contents of the document are hardly even referenced when tony argues that they should sign it
