I'm 5'10", 165, but it depends on preference of fit. 

If you want it to be baggy and bulge at your ankles: Large. 

If you want the more slim fit: Medium. 

If you want it to be so skinny your nuts poke through: Small. (Nike says 30-32 is a small though, don't they? haha.)

I just feel like getting baggy tech fleece defeats the purpose of the design though... but that might just be me.

It definitely depends on the fit you want, I'm the much same size as you (6'4, 205). My three pairs of TF pants are an L, my windrunner an XL. Each of the pants fit slightly different, but this is me in my newest pair, which is pretty much how I prefer them to fit:

But yeah I bought like 6 or 7 pairs and sold all of them for 69.99 excluding 1 light blue pair that I sold for 59.99. i bought a few smalls for myself and they were too tight because I had never even tried on a pair. Unfortunately the others I purchased were larges and not mediums.
