Is there decline? No doubt about it, he's 37 and out of his prime. He's not able to cover up and overcome the craptastic personnel on the team anymore. Which is all the more reason you surround him with pieces to help carry him and take the burden off his shoulders.
We're reaching a point where the decline & regression thing is being exaggerated though.
If you swapped Tom and Peyton right now, I don't think the Broncos would fare much different. They'd be close to or at the same spot they're at right now.
Put Peyton in New England and see how many of those ducks he'd be able to get away with. And it would only be a matter of time before the o-line causes his neck to turn into the pink mush they make McNuggets with.
