He didn't build the o-line. He wanted Manziel; Stephen had to literally take the card from Jerry. And even after we picked Martin, Jerry still went on record to talk about how he wanted Manziel.
We wanted Frederick the year we got him but not that early; he was projected to fall to the 3rd round, hence why Garrett was pissed.
I guess I give him credit for allowing the people around him to make better decisions but the Cowboys were mere inches away from getting Manziel, because that's who Jerry wanted.
