Part of the problem is they don't use the same referee crew that coaches regular season games, they are a group that has never coached together as a unit. So the usual huddles or explanations don't happen. I think they said the ref that threw the flag was the same one that picked it up/waved it off. Some time between throwing and picking it up, the head Ref(or whoever is miced up) announced it as PI on defense. Don't think you can blame him for not conferring though, since its clearly the other refs fault for throwing the flag in first place. Anyways that just in regards to the flag/pick up not the actual play.
