Butler should've never been in a position to make that play, Seattle gave them an unnecessary opportunity.

He wasn't even supposed to be on the field during the play though,they rushed him in literally last second for their goal line setup

Pete's known for thinking outside the box and being aggressive with his playcalling,which is at times risky. It was just a very Carroll like call to me,he might have just simply overthought it a bit.
