Yes.

A few restructures and cuts are on the horizon, but we already know how they operate. As long as it fits Kraft's budget...

They can afford to retain Revis & McCourty at market value though. And they HAVE to spend more cash by 2016 or else they'll be penalized by the NFL.

I don't know what Baltimore's $ situation is, but that's a hell of a fit for both sides. Makes sense to me.
 
I can't see the Ravens adding another aging wr. Aren't they trying to reduce Steve smith's role to bring in young talent? It would fit their scheme tho.
