That's pretty much how my size M shorts fit, and I'm about the same height and weight as Ty.
 
Today is the 26th anniversary of the first throwback jersey when the White Sox wore these:

It's just body type. The small jerseys when your slim have a clean look. Like it was made for you. When I go with a loose jersey the armholes are super baggy and the bottom flares out. But it's mainly Mitchell and ness jerseys that do this its the cut.
