Repeal the DOT/EPA Car Import Ban: “The 25 Year Rule”

The Motor Vehicle Safety Compliance Act of 1988 ended import of grey-market vehicles to the USA. For those of you who aren’t familiar, the United States has an almost blanket ban on importing all vehicles younger than twenty-five years old. With very few exceptions, you can’t just import a car from another part of the world until it has turned twenty-five years old.

The petition is only pushing for a change in the law from the twenty-five year limit to fifteen. Meaning that the newest car you could import would be a 1999 instead of a 1989. I realize the number of people who truly care about this is minimal, but if we generate enough buzz it should be possible. Many people may never personally import a car, but at least they would have the ability to do it. The worst that could happen would be that a few handfuls of car nuts would be driving around in some weird cars from the '90s. And that, in my opinion... would be a beautiful thing.


I encourage any NTers who have an interest in this issue to sign this petition and pass it around to as many people as you can over the next 30 days.

Mercedes Benz lobbied for it and succeeded.

Throughout the 80s MB USA division was loosing a considerable amount of sales to MB Germany from people buying grey market cars overseas. Due to the strength of the US dollar at the time people could actually buy the same car for less than they would by going through their US dealers.

I could be wrong but I believe the e36 is the only 3 series to have had an official M version and I don't think the US ever got any 3 Series wagons until the e46 either.

Emissions and safety have very little to do with it... if that were truly the case they would work to make all unsafe and pre-smog cars illegal too. It's all about money.

The grey market was successful enough that it ate significantly into the business of Mercedes-Benz of North America and their dealers. The corporation launched a successful million-dollar congressional lobbying effort to stop private importation of vehicles not officially intended for the U.S. market. An organisation called AICA (Automotive Importers Compliance Association) was formed by importers in California, Florida, New York, Texas, and elsewhere to counter some of these actions by Mercedes lobbyists, but the Motor Vehicle Safety Compliance Act was passed in 1988, effectively ending private import of grey-market vehicles to the United States. No evidence was presented that grey-import vehicles' safety performance differed significantly from that of US models, and there have been allegations of improper lobbying, but the issue has never been raised in court.

I'll take that S15 or R34 over "Da Hemi" anyday!

I am Chevy guy but R34s and S15's are pretty sick and I would love to see some crazy stuff be imported.....

Some later model Caprice's are available in the US, but only for Police/Fleet sales. You can actually find some of them available for private ownership already.

R32 and 33 are legal. But yeah, I want an R34.

Only '89 r32's are eligible for importation as of yet, next year it will expand to '90 models and so on.

r33's are legal but only 96-98's, 95's wont pass.
