I still think they will fulfill them. when i ordered the Syringe Freddy they emailed me like same day/next day saying that they were sold out, My order for heisenberg is actually being processed. So fingers crossed for everyone who ordered one

I beleive Goku explained it in the episode Vegeta was still getting that butt handed to him..

It may have even been trunks who said something when he was trying to stop vegeta from going after cell period saying it wasn't a complete form.
