Probably not in any actual language but rather by the physical and mental feelings/sensations they experience by their other functioning senses and how they attribute them to a sort of meaning

Wouldn't they learn with actions and associate the effects of those actions with what he wants or needs next?

hey mom I want milk.. Mom points at milk. Kid nods his head or just is given it and enjoys it... There's an association built up with essential needs where he'll get what he needs.

That is my guess/....
 
always wondered this my damn self. But if you know anything about computers you would know there is something called machine language which is the lowest level language which i think us as humans have an equivalent. We translate our human language to our speaking language. We process it probably something like this feeling->language. a deaf person probably just has the feeling and no language translation

Deaf people from different countries understand each other just fine. I don't think it has anything to do with the actual "language"
 
Lol everything's a joke to them Prob. In thier heads they Prob live the best lives. There's a group of them that clean my job site daily and I swear they love life everyday. The smallest **** entertains them.
