Who works in billing/credit card procressing?

I tried googling this and asking my bank and the companies involved, no luck. When in doubt, come to NT.

So this morning I was greeted with a 20 dollar charge from Microsoft for Xbox live which i havent used in months. I contact them and they said that my new debit card was added to file this morning at 10:45, and they charged that one ( i got into work at 10:40, where previously i was on the train... so i know 100% it wasnt me who added it.) they had been trying to charge my old card for a few months with no luck cause it was canceled.

i also have a recurring subscription to WWE Network who i also did not tell about getting a new debit card, but they were still able to charge me each month.

so the question: are they able to somehow pull my new card info from the bank, or request it from the bank? BofA was pretty un-helpful with this but assured me there was no way charges to the old card were being authorized. the 20 bucks is whatever, and ill get it back from the bank, but if this continues to happen its obviously a problem.
