under 25k nothing is going to out perform a C5 or C6 Corvette. But if you don't want to buy a used car you are pretty much limited to the Stang, Maro, 370Z, or FRS. If you are lucky you can find a Subaru WRX right at the top end of your budget.
If it were me I'd buy a used car and dump the extra money in suping it up. Either A clean used Vette or a G37. If you need 4 doors Subaru and Evo are the only real performance choices

Since youre looking for a sports car i assume that youre already well off atm. That being said go for a cts v, its a corvette that isnt made up of cheap plastic interior. But there are also sport trucks. Trailblazer ss silveraldo ss jeep srt and cant forget the ram srt 10 
. Coupes i would say a new used 5.0 2010ish with decent miles

1) they don't go for that where I am at all. I just checked. Cheapest one is 31k
2) If I'm financing I would rather buy from a dealer and with much lower miles.
