I want to get those fragment design 1s, but I dont know how 1s fit. Im a size 11 in 3s.

Personally, I size 0.5 up on 1's because my foot is on the wider side. Also depends on the shoe too. The Black/White 1's that released recently def. ran 0.5 big, at least I think. My size 11 feels way to big. Talks in the fragment thread makes it sound like these resemble shapes of 94's, so that may play a factor too.

imo yes go .5 up if you want to be comfortable fam i got a sz 9.5 in some 1's and regretted it lol

My foot is slightly wide I guess, not sure but I say go with what ever size you wear in Jays. They're true to size. I never seen it any other way.
Mostly airmax runners like 1's, 93's, 95's, 97's, free, I got up .5 size
Nike turf shoes, mostly all of Barkley's signature line, I go up .5 size but Jordans I never had to change my size. I'm a size 10 and I hate wearing a 10.5 in jordans especially the 1's. I had a pair of Dave White 1's in a 10.5 and my foot was swimming in them.

my foot is a little on the wider side also, so i usually size up on 1's and sb dunks and a few others.

If you have wide feet, go half size up since 1s are narrow fit. But if you have narrow feet, always go for TTS because IMO it creases better more naturally along the straight line where your toes are folding and rest part of the toe box relatively stay in shape when you wear TTS 1s. If I go half size up with 1s, I had random wavy wiggling creases on the entire toe box that eventually look ugly. I believe fragment 1s also got the buttery leather and if I were you, I would go for TTS.
