This is the result of the federal minimums/maximum sentencing scheme being held unconstitutional. If this happened a few years ago, a judge would have to sentence them to the suggested minimum/maximum provided by the federal guidelines without any discretion. Thanks to the uproar over the guidelines, a judge can decrease anyone's sentence below the minimum (since they're niw discretionary as opposed to mandatory) as long as he cited a reasonable teason for doing so. Everyone thought the change in the law would stop disproportionate sentencing of minorities but failed to realize it would also allow other criminals to receive far less harsher sentences than they deserved.
