The guy is definitely a monster. But there's no crime against any children in the rap sheet.

Deputies in Hillsborough have had multiple interactions with Jonchuck in the past, according to the sheriff's office:
May 23, 2010 — Jonchuck was accused of domestic battery against Kerr. He was arrested.
May 26, 2013 — Jonchuck was accused again of battering Kerr during an argument that turned physical.
October 25, 2013 — Jonchuck was accused of forging Kerr's checks. She signed a waiver declining prosecution.
November 6, 2013 — Jonchuck was accused of battering his mother, Michele Jonchuck.
April 23, 2014 — Jonchuck is acccused of fighting with a male acquaintance. Both men refused to press charges.

From what you've posted here, you can't say the system failed the child here. There might be more though that points towards that - haven't really followed the story.
