The penalty is just splitting up the difference between where you're at and the cap floor amongst the players on the roster.

^^ Tanking won't work...everything I read says 2016 pick is only top 3 protected, and we have no first round pick in 2017...
The only path to prominence for the Lakers is to develop what they have (why let Ed Davis leave?!) and use that as enticement to get a big name to join them.
Or take back a crappy contract from another team to acquire some 1st round picks in the deal.
