It depends on the school, but administration within the education system is just as much about politics and bueaucracy as any other industry. Because of unions and the power that is often concentrated within a small number of administrators, people are often promoted based only on the amount of time spent at the school/district rather than by virtue of their work ethic and ability to succeed within their intended role. Couple that with the tendancy of school districts to promote people in order to limit their responsibilities, you get situations like these.

I used to work for my hometown's school district, but quit within a year for these very reasons. If you know any teachers who have been at it for more than a couple years, as them about it. I'm sure they'll let you know alllll about it.
