No. If a FIBA ref determines that a foul is not a basketball play (fouling a player away from the ball falls under that criteria), they can call an unsportsmanlike foul and it's two shots and the ball. I believe any dead ball foul under two minutes is an automatic unsportsmanlike foul (not a play on the ball, obviously). Rudy Fernandez was called for one at the end of the gold medal game in 2008, and fouled out on it (it's just a personal foul). Spain was was probably already going to lose at that point, but that sealed it.

Also, you only get five fouls in FIBA, and those international teams aren't very deep. They can't afford to have dudes just start racking up fouls, especially with the way those refs call the games. The only stall tactic international teams do against Team USA is to prevent fast breaks. They immediately foul the ball handler to prevent a score and give Team USA momentum. It's really annoying, and it's a tactic that's slowly creeping its way into the NBA.
