Easy answer is no. Not every QB who plays behind a bad line remains around the top of the league in turnovers consistently.

Look at the INT leaders over the past few years. Eli has lead the league in INTs 3 times since 07. Does NY have one of the worse lines in football? Luck is a INT machine. It's just what he is. He's good enough to win in spite of the turnovers playing in the AFC South. If not for that division everyone's opinion of Luck would be different.
