I don't think all turnovers are reviewed like scoring plays are.

They are, automatic reviews, especially when you have to review goaline, etc.

yeah you can't decide games on judgement plays

that's why there are rules in place. refs need to know them inside and out and not rely on replays or discussions after every play

i didn't know it was a rule, but refs certainly should
