Well Pacho was 1 of the top 4 bosses of the Cali Cartel which was headed up by 4 billionaires. They didn't show Los Pepes in the show yet, they're basically enemies of Pablo that formed this vigilante group once the manhunt for Pablo was on and got all their weapons/equipment etc. from the Gentlemen of Cali. They spent a lot of money to hunt Pablo down as they paid 7 figures for a group of British Mercenaries most likely former SAS to hunt Pablo as well
