I think it's more common now for HS to be much easier unless your taking AP courses and trying to get college credit, etc.
Which doesn't set a lot of students up well for going to college. That's usually the hardest adjustment for kids is the workload. That first 1-2 year dropout rate has to be high, but as long as schools keep making that money...
