eBay/ Pay Pal question

So messaged a seller on ebay offering him a price lower than that of the "Buy it Now" and he replied and accepted, what is the best way to go about making sure I pay him the money and don't get scammed?
 
Ask him to eaither send an invoice on agreed price or he can just change the bin price. Either way your covered
 
It would be sent through PayPal. It would be for goods so your covered. I do it all the time on eBay when offering a seller less than bin
 
Offering PayPal invoice is how you beat the system. That 10 percent fee is just straight greedy.

THIS Also. The only other way you can get scammed by a seller is if you are buying from one that is not reputable meaning: New seller on Ebay with low feedback score and doesn't provide good detailed pictures or a seller that may have a lot of negative feedback. If the seller you are buying from is reputable, please proceed.
