Naw not at all but you wouldn't have Denzel play Pac just because he's an experienced actor, lol. Point is they have to "portray" the person they're acting as, which includes looking similar to them. No one said they had to be twins, lol. But that's why they have acting coaches/classes/schools. A la Cube's son who did a decent job playing his dad. Now in this case I doubt any of the supporting case has taken any type of acting classes or hired a coach...especially on $168 production budget.Casting isnt just about looks, the person has to know how to act and most of the time producers want people with prior work or even a "fan" base before they invest in a movie.
